State owned casinos are smoking ban exemptions under a new law in Kansas which will go into effect July 1.

Kansas Governor Mark Parkinson signed the law today that will prohibit smoking in all restaurants, bars and workplaces. State owned casinos are the exception.

Okay, as an ex smoker I agree with the state wide ban. However, exempting the casinos tells me either  (1) Kansas is afraid of losing state revenue but could care less if  individual business owners lose money or (2) Kansas has no regard for the health of gamblers.

I tend to go with choice number 1. What do you think? Is it ethical that state owned casinos are smoking ban exemptions under the  new law in Kansas?
